NIKONOV In work discusses the kinds of citizens. Studied in detail the procedure for consideration of citizens, the list of basic functions, the analysis of administrative procedures for the handling of citizens identified existing deficiencies: lack of awareness of citizens, all calls made to reference and information service of the administration in writing only, etc. Presented formalized description of the problem of recognition of citizens’ electronic the municipality and the formation of a response without human intervention. The structural, functional and logic automated information management system of citizens at the municipal level. A number of subsystems for the efficient management of applications of citizens and decision-making. Defined formats and data types for each of the subsystems, as well as input and output data, dialogue procedures, control procedures and information flows. It is proposed to give up direct human intervention in the process of receiving and processing applications developed for this automated system. As an intellectual core AIS is proposed to use the apparatus of artificial neural networks.
