The problem of management of material streams of industrial enterprise is considered. The problems of "soft" representation of factors connected with decision-making, including the problems of forecasting at the absence of representative statistical sample are investigated. This problem is relevant in cases when the search of the optimal decision in a problem is impossible, or its application is complicate. The article deals with the approaches to formalization of qualitative characteristics and problems of models homomorphism, as well as the principle of problem embedding in the existing informational environment. The ultimate goal is improvement of material streams management. Decision-making is formalized as the problem of situations identification described by the set of parameters by means of neuro-net. The problem of dimension, in case of its occurrence, is solved by decomposition.
