ROMANOV It is shown that the optimality sets of protection mechanisms across levels of the system of information security of automated control systems have not proves the optimality of these sets for the neutralization of threats to information security. The presented method of adapting the system of information security of automated systems to neutralized threats. The method allows forming the structure of the information security system by distributing the functions of protection neutralized many threats to information security at the levels of protection to ensure maximum ability to neutralize these threats. Proposed and justified a hypothesis about what the actual threats to information security are characterized by the same properties as the function of protection, and evaluated by the same criteria, but for threats out the worst score for neutralizing their protection features (most expensive scenario neutralize the threat) Defined semantic threshold preferences in the distribution of protection mechanisms for neutralized threats to information security, allowing you to select the protection function, effectively neutralizing most of the threat to levels of protection in the structure of information security system as a whole.
