NAPEDENINA It is shown that the widespread use of foreign hardware and software platforms spawned serious problem “legacy operating environments” and the associated problem of “legacy systems”. Considered the property of software portability between operating environments and interoperability of information systems in a heterogeneous environment (interoperability), as well as the relevant normative documents (standards). Presents levels of interoperability. It is shown that domestic regulations and technology levels of interoperability cannot provide translation of legacy systems into the domestic operating environment. The necessity of coordination of sectoral programmes of import substitution in the framework of the national programme to ensure portability and interoperability of software operating environments, hardware and software and information systems. The solution to the problem of legacy operating environments due to the implementation phases of the proposed national programme for the automation of IP translation (possibly evolutionarily through a trusted hardware and software environment) into the domestic operating environment during the initial (transitional) period of import substitution.
