MISTROV The physical and mathematical problem definition of synthesis of strategy of management by the organizational and technical system (OTS) in the conditions of the competition which is showing in the form of the conflict “rivalry” for possession of this or that resource is given. The criterion of efficiency of application of OTS in relation to performance by its executive elements (IE) of objectives locates in financial and economic operation. Decomposition of financial and economic operation in the form of the purpose of set of single and group actions of its IE united by unity is carried out. The method of the solution of an objective on the basis of imitating modeling of information process of overcoming of IE when performing objectives of OTS of the echeloned subsystem of counteraction of the competing party in the form of a multistep game of survival with the nonzero sum, allowing to consider results of consecutive multi-stage overcoming by elements (after-effect) of a subsystem of counteraction is offered. The method is realized on the basis of the theory a maximine (a choice of optimum strategy of management of OTS on a set of strategy of counteraction of the competing party), a method of dynamic programming (the analysis of strategy of counteractions of the competing party) and a method of the maximum element (justification of concrete strategy of management of OTS). Realization of a method provides performance of OTS of objectives in financial and economic operation with the set efficiency in relation to a set of strategy of counteraction of the competing party.
