SKRYL’, Y.Y. GROMOV, YU.N. ZENIN, A.V. M ENSHIKH Basing on analysis of the dynamic model for the panel data for various regions of Rus-sia a quantitative dependence on a set of social and economic regional factors was obtained for the integrated fire risks: risk for a person to meet with fire in the residential sector and risk for a man to die in the fire, taking place in the residential sector. Results of analysis showed that a set of these factors has a considerable commonality with the factors determining crimi-nality level in the regions. The results of the dynamic model quite correctly agree with the model of a rational law offender. In this situation rationality of a law offender means that vi-olation of the fire safety requirements in the household occurs in case if the expected addi-tional profitability from its action, including economy on expenses intended for the fire safety of the household, the economic equivalent of satisfaction from the alcohol consumption or some other habits provoking fire risks, will exceeds the economic equivalent of losses expected in the case of fire, keeping in mind material losses and possible the human losses. The results of modeling demonstrate a considerable role of social and economic factors in the determination of the fire risks and providing information for the management decisions on minimization of these risks.
