MININ YU.V. The paper proposes an approach to building a mathematical model selection and resource allocation in information systems, allowing them to improve the quality of functioning. The approach consists in the allocation of two hierarchical levels and interconnected, providing lifecycle of IP, in solving the total resource task. Based on the use of systems analysis delivered optimization problems, solutions which allow for the life cycle of the information system. IP model in step synthesis is «embedded» in the IP model in step operation. That is the dynamic state of the system are formed on the basis of its previously obtained static states.
