The article formulates observability and controllability conditions for design object under abstraction level and description language changing. It suggests performing the initial diagnostics for semantic errors under circuits’ designing for control systems grounding on checking the conditions of element occurrence into system hierarchy description and also the main diagnostics signal analysis under element’s decomposition.
