Instruments and Systems: Monitoring, Control, and Diagnostics Annotation << Back Cognitive Model of Decision Support in Management of an Instrument-Engineering Enterprise Under Sanctions V.A. KULITSKY The article discovers the scope of admitted limits in the process of managerial decision-making for the instrument-engineering enterprise with the use of cognitive approach in the context of international sanctions and industrial embargo. As the first phase of the study, a survey of the scientific publications is attempted in order to determine the factors influencing positively or negatively on decision-making process. Next, three cognitive models of “managerial decisions” are developed formalized in the form of weighed oriented graphs, which differ from each other in the degree of details. The vertices of the graphs are the identifi ed factors, the arcs being the interrelations between them. A series of simulation experiments is conducted with the final version of the model to observe the options for the process of developing managerial decisions under various conditions. The best option is identifi ed which considers the factors of “risks”, “innovations”, “information availability” and “personnel.” The simplicial analysis is carried out to identify non-obvious ties between the factors of the cognitive model. The simplicial analysis proves the expert’s professional opinion that the factor “sanction restrictions” appears to be one of the fundamental factors in the formation of the managerial decision-making.
