ROMANOV Fuzzy cognitive modeling of the system dynamics of official publication of legal information is considered as an effective means of studying the trends in the development of publication factors and their relationships. The process of constructing a fuzzy cognitive model is analyzed as the most complex and responsible stage of cognitive modeling. It is noted that the system under study simultaneously contains both quantitative (measurable) factors and factors of a relative, qualitative nature. However, statistical data describing quantitative factors may be available, while expert knowledge remains the only available source of information for describing qualitative factors. The resulting fuzzy cognitive model can be used to predict the state of the system of official publication of legal acts under various initial trends and control influences, as well as to search for and analyze effective strategies for managing its development.
