We consider the formalization of the priority tasks of planning and phasing of creating complex cluster systems for information processing and management, optimization model, which allows to determine the beginning and end of the development of related objects cluster structures, taking into account the distribution of resources between the planning stage. Formalized an optimality criterion for the development plan of the structure of a Disaster Information Processing and Management, taking into account the dynamics of the changing needs of the system nodes and the cost of development of the cluster network as a whole. The developed approach can be used to meet the challenges of the investment plan to create a large-scale disaster-cluster data transmission and processing of information on the basis of modern satellite technology.
